Duties Description The New York State Office of Mental Health (OMH) is recruiting to fill a Mental Health Program Specialist 4, M-2, position in the Division of Planning and Quality Management, Office of Hospital Care and Community Transitions. Under the general direction of the Assistant Commissioner and Mental Health Program Manager, the incumbent will direct new regional multi-disciplinary teams of professional in the Western New York, Central New York, and Hudson River regions focused on improving care and care transitions for individuals with complex needs throughout the continuum of care (inpatient, pscyahiatry, Comprehensive Psychiatric Emergency Programs (CPEPS), and within the community). The teams provide technical assistance, support, guidance and monitoring to Article 31 hospitals and Article 28 mental health emergency departments, CPEPS, and inpatient units around patient transport, evaluation, disposition, admission, treatment and discharge. The Mental Health Program Specialist 4 will engage with executive level management in planning, decision-making, guiding the development of this new unit, and lead the regional teams.
The incumbent will have primary responsibility for programmatic operations/systems development of mental health services specific to each of the region assigned , and will manage and direct a variety of activities related to the transition of mental health services into an integrated network of physical and behavioral health providers. Specific duties to be performed may include, but are not limited to, the following:
Oversee and supervise multiple regional teams to provide hospital coordination to Articles 31 and Article 28 mental health emergency departments, CPEPS, and inpatient units around patient transport, evaluation, disposition, admission, and discharge to support integration and collaboration of care, and to support the desired outcome.
Advises Central Office on the ongoing regional specific needs, working with the Field Office Directors to evaluate effectiveness, improve coordination of care, identify gaps in services and disseminate information.
Provides technical assistance to the provider community to ensure compliance and knowledge of OMH regulations, guidelines, and notifications; share information to improve communications, accountability, and quality of care through linkages.
Brings forth regional specific mental health service trends and needs using quantitative analysis of research to obtain objective information for necessary decision making that leads to improved delivery of mental health services in a fully managed care system.
Consults on policy and programmatic oversight and advising staff that will facilitate the transition to alternative community settings for individuals with serious mental illness currently being discharged from Article 28 hospitals, CPEP or inpatient units.
Supervises subordinate regional supervisor of teams. Evaluates employee performance and prepares performance programs and evaluations. Ensures subordinate staff are knowledgeable and up-to-date on policies and procedures. Authorizes appropriate use of time off, reviews and approves LATS.
Communicate OMH policy and initiatives to local government, clinical providers, hospitals, and provider Coalitions related to adult and children’s services in the designated field office regions.
Work collaboratively with Field Office staff, Central Office staff, local government units, and providers, to address problems, complaints and policy issues related to OMH programs and initiatives.
Work in partnership with other agencies such as the Department of Health, the Office of Alcoholism and Substance Abuse, the Office for People with Developmental Disabilities, the Department of Corrections and Community Supervision and the Department of Health and Mental Hygiene in implementing better communication and strategies to meet the complex needs of tindividuals affected by multiple service systems.
Represent OMH at meetings and on task forces with external agencies, mental health advocacy groups and trade organizations.
Minimum Qualifications Transfer Opportunity:
Candidates must be employed by New York State to be eligible to apply for this position. Candidates must have permanent service as a Mental Health Program Specialist 4, G-27/M-2, and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of this position.
Candidates with clinical background and/or prior hospital experience are preferred for this role.
