Job Specifics

Duties Description This position will serve in the New York State Education Department’s (NYSED) Division of Professional Licensing Services (DPLS) within the Office of the Professions (OP), of this Department. Under the supervision of the Assistant Director of Professional Licensing, duties of this position include, but are not limited to, the following:

• Provides leadership and direction to Education Credential Specialist 2, Education Credential Specialist 1’s, Administrative Specialists 2 and Administrative Specialist 1’s;
• Provides guidance and direction to all staff in resolving complex applicants and procedural issues relative to education credentials in accordance with licensure requirements;
• Interpret education policies, Education Law and NYS Codes, Rules and Regulations as they apply to unique professional cases;
• Coordinates the successful implementation of new professions and/or policies as it relates to licensure requirements including but not limited to, education requirements and analyzes their impact on current procedure;
• Oversees the development and maintenance of licensing forms and updated guidance on DPLS’ website;
• Make final determinations regarding the authenticity of education documents in exceptional or problematic cases;
• Coordinate with DPLS managers, OP leadership, and Office of Counsel on the response to federal investigations and develop procedures and plans of action for DPLS as decisions are made;
• Correspond with other state, national, and non-governmental agencies on issues relating to licensure policy and questions regarding our procedures;
• Reviews and monitors technology projects and their impact on current and future processes;
• Meets with management to identify processes requiring review, and establishes the short and long-term process improvement plans to meet office needs, and align office requirements with agency policies and strategic initiatives;
• Oversee the conduct of research and preparation of reports for topics related to DPLS functions;
• Monitor all inquiries from the legislature, government relations, lobbyists, and more to ensure OP is professionally handling all requests correctly. Develop improvements and enhancements to better response to such inquiries; and
• Perform other duties as assigned.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55 b/c service in any of the following titles: Associate in Professional Education or Associate in Teacher Education.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must be a qualified employee of the New York State Education Department and have had at least one year of permanent competitive or 55-b/55-c service as an Education Credentials Specialist 2. Provisional candidates must take the examination for Education Credentials Specialist 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT:

This is a permanent competitive or non-permanent provisional appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of qualifications will be required for all candidates at the time of interview. Provisional candidates must take the examination for Education Credentials Specialist 3 when it is next offered and must be reachable on the resulting eligible list to maintain employment.

This position leads to a maximum salary of $131,665 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
