Job Specifics
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
The New York State Office of Information Technology Services (ITS) provides operational support 24 hours a day, 7 days a week, 365 days of the year, supporting more than 4,900 applications for 53 New York State Agencies.
Under the direction of a higher-level Information Technology Architect (Cloud), the Information Technology Architect 1 (Cloud) will be responsible for providing senior technical leadership within the cloud architecture project lifecycle, making decisions regarding the selection and utilization of software tools and platforms. The position will develop and implement integration standards and strategies within the scope of cloud management software development.
Duties include but are not limited to the following:
• Create and organize cloud-based applications that help NYS agencies satisfy their
communication, data storage, security, and networking needs.
• Collaborate with IT security to secure company data in the cloud and fix any possible issues.
• Optimize cloud-based applications to ensure that they continue to meet NY State's needs as they evolve, maintaining the security, scalability, and high availability of the cloud environment.
• Communicate with NYS agency management and fellow IT team members.
• Report on the efficiency of specific cloud-based applications to IT team leaders, executives, and NYS agency representatives.
• Troubleshoot any issues with specific cloud-based applications, or issues that NYS agencies might have when implementing applications with their existing networks, responding to NYS agency representatives in a professional and timely manner.
• Offer guidance in infrastructure movement techniques including bulk application transfers into the cloud.
• Manage relationships with cloud service providers.
• Ensure appropriate levels of user access for NYS agency employees.
• Evaluate performance metrics for all active cloud-based applications, hardware, and software.
Minimum Qualifications • Six (6) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of software coding and programming languages.
• Four (4) years of specialized experience designing, executing, and supporting information technology cloud solutions.
EDUCATION/EXPERIENCE SUBSTITUTIONS:
Earned college degrees in computer science, computer engineering, information
technology, mathematics, or a related field of study may substitute for the specified years of broad IT experience as follows:
• Bachelor's or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science, computer engineering, information
technology, mathematics, or related field substitutes for three (3) years of general information technology experience; any bachelor’s substitutes for two (2) years of general information technology experience.
• Associate degree with 15 semester credit hours in computer science, computer engineering, information technology, mathematics, or related field may substitute for one (1) year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science, computer engineering, information technology, mathematics, or related field may substitute such credits for one (1) year of general information technology experience.
• Master’s degree or higher in computer science, computer engineering, information
technology, mathematics, or related field substitutes for one (1) year of general information technology experience.
PREFERRED QUALIFICATIONS:
• Preference for candidates holding relevant cloud architecture certification, including but not limited to:
• Arcitura Certified Cloud Architect
• Associate AWS Certified Developer
• AWS Certified Solutions Architect (Professional)
• Google Professional Cloud (GPC) Architect
• IBM Certified Solution Architect
• Microsoft Azure Solutions Architect (Expert)
• Strong technical background with expertise in multiple cloud computing technologies and current computing trends, including but not limited to cloud-based platforms like Azure, AWS, and GCP.
• Broad understanding of coding and programming languages, including but not limited to Java, PHP, Python, Ruby, and JavaScript.
• Experience migrating applications and data to the cloud and managing cloud environments.
• Practical experience with cloud management and monitoring tools, such as AWS CloudWatch and Azure Monitor.
• Experience with databases, including relational databases (MySQL, Oracle) and NoSQL databases (MongoDB, Cassandra).
• Knowledge of various cloud architecture patterns and design principles.
• Good understanding of software development and DevOps processes.
• Effective written and verbal communication skills to properly articulate complicated cloud reports to management and other IT development partners.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
