Job Specifics

Duties Description The Human Resources Specialist 1, SG-18 assigned to the Office of Human Resources – Benefits Administration Unit oversees Medical Monitoring/Workers’ Compensation. This position is also responsible for overseeing duties and responsibilities associated with the Health Benefits.

DUTIES

Supervise staff assigned to the Office of Human Resources – Benefits Administration Units: Medical Monitoring/Workers’ Compensation & Health Benefits.

Maintain contact with external agencies and professional groups.

Coordinate activities associated with Employee Benefits Programs.

Respond to communication and prepare written material concerning personnel-related issues.

Assist and perform all duties and tasks as assigned by the Human Resources – Benefits Administration Unit - HR Specialist 2 regarding the efficient and overall operation of the Unit.

Worker’s Compensation/Medical Monitoring Section

Administer Workers’ Compensation Benefits in accordance with New York State Police Rules and Regulations, negotiated union contracts and Civil Service Leave and Attendance guidelines.

Communicate with Division Physician(s) regarding employees’ medical concerns and work/duty status.

Supervise the administration of the Worker’s Compensation Accident Reporting System (ARS).

Process Workers’ Compensation claims (the employer required C-2).

Coordinate and prepare OSHA reports in accordance with the New York State Department of Labor rules and instructions.

Prepare statistical information for the Bureau of Labor Statistics (BLS) and New York State Division of Criminal Justice Services (DCJS) as it pertains to employee injuries/assaults/deaths.

Respond and maintain contact with the New York State Insurance Fund (NYSIF) case managers, NYSIF Investigators and supervisory personnel from Troops/Details regarding Medical Monitoring Benefit Administration (ie. Extended Sick Leave, Modified Duty, authorization to return to work).

Maintain and oversee databases pertaining to Medical Monitoring.

Oversee correspondence relative to Workers’ Compensation Board Hearing Notices. Testify at hearings, if needed.

Supervise the receipt of medical bills received and appropriate routing.

Oversee the status of pending New York State and Local Retirement Disability Retirement applications.

Oversee and administer the Modified Duty Program.

Oversee data entry for the NYSP Respiratory Protection Database, re: EHS-701.8 forms.

Health Insurance/Benefits Unit

Supervise and oversee the workflow of the Unit.

Assist with the identifying, correcting, and resolving of matters, when requested.

Minimum Qualifications A Bachelor’s Degree from a recognized college or university majoring in Public Administration, Organization Management, Human Resources or related field.

OR

Salary Grade 13 or higher, showing independent accomplishment, ability to work under pressure/deadlines and knowledge of Division rules, regulations, and policies.

OR

A State Police employee with six (6) years of service showing a work history which reflects supervisory experience, independent accomplishment, ability to work under pressure/deadlines and knowledge of the Division rules, regulations, and policies.
