Job Specifics

Duties Description This position is a temporary shadow position leading to a permanent appointment. As a member of the OPWDD Division of Quality Improvement, Incident Management Unit, responsibilities of the Program Operations Specialist 3 may include, but are not limited to, the following:

• Oversight of day-to-day Incident Management Unit Operation. Function as part of the Incident Management Unit by providing real-time oversight of the critical function of incident management on a Statewide basis and assist in the development and refinement of Central Office and Statewide systems and processes in the area of Incident Management. Provide technical assistance and support to Regional Compliance Officers, Incident Compliance Officers, and Unit Heads in regard to the high-level management of Incidents, as well as events and situations. Supervision of Regional Compliance Officers.
• Coordinate with DQI staff and other Central Office units, such as Bureau of Program Certification, Office of Investigations and Internal Affairs to ensure care of individuals receiving services, agency regulatory compliance and that a strong coordinated approach is taken in response to incidents at both State and Voluntary providers. Coordinate Incident Management information for meetings related to regulatory compliance and information on incidents for agency committees, such as Early Alert. Attend and participate in meetings with Voluntary and/or State Agency leadership and Board of Directors as needed.
• Interface with Outside entities as needed regarding high level incident management concerns, such as Family members, Voluntary and/or State Quality Management staff, Adult Protective Services representatives, as well as other State Oversight Agency staff. Develop written responses on behalf of OPWDD in regard to Incident Management issues.
• Function as a liaison with the New York State Justice Center in ensuring appropriate incident management of reportable incidents under their authority. Represent OPWDD at Justice Center led agency meetings. Assist in resolving incident and investigations issues with the Justice Center as needed.
• Work to develop and provide required trainings to Incident Management Staff, as well as provide or assist in agency trainings related to incident management.
• Represent the Incident Management Unit at OPWDD internal/external meetings and facilitate any required follow up to address incident management/background check/registered provider concerns.
• Provide assistance and guidance to off hours staff during business hours and off hours as needed due to the nature of 24/7 work of the unit.
• Other Special Projects or tasks as assigned by the Director / Assistant Director of the Incident Management Unit or DQI Leadership including assisting with management tasks.

Minimum Qualifications Eligible List: Candidates must be reachable for appointment on Current Civil Service Eligible List for this title.

Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Reassignment: Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Program Operations Specialist 3. If you have less than one year, you must be currently reachable on the eligible list.

Provisional: In the event that there is not a valid eligible list for this title in this location, candidates who meet the following promotion qualifications may be qualified for a provisional appointment. To qualify, candidates must have one year of permanent competitive or 55-b/55-c service as either a Program Operations Specialist 2 or Developmental Disabilities Policy Development Specialist 2, Developmental Disabilities Program Specialist 1, Mental Hygiene Program Evaluation Specialist 3, Resources and Reimbursement Program Development Specialist 2, Standards Compliance Analyst 2, or Standards Compliance Analyst 2 (Developmental Disabilities).

Please note: If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list, before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Non-Competitive Promotion (NCP): NOTE: If three or fewer qualified and interested promotional candidates respond to this notice, the agency may, at is discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. To qualify, you must be a current OPWDD employee and have one year of service as a Program Operations Specialist 2 or Developmental Disabilities Policy Development Specialist 2, Developmental Disabilities Program Specialist 1, Mental Hygiene Program Evaluation Specialist 3, Resources and Reimbursement Program Development Specialist 2, Standards Compliance Analyst 2, or Standards Compliance Analyst 2 (Developmental Disabilities).
