Job Specifics

Duties Description Reporting to the Executive Deputy Director, the Project Manager 5 will act as the Director of the Change Management Office (CMO) within the Office of Cannabis Management (OCM). The incumbent plays a crucial role within OCM, as they are responsible for driving and leading organizational change initiatives. The Director of Change Management will collaborate with various stakeholders internal and external to OCM, to ensure successful implementation of change management strategies.

Duties include, but are not limited to:

• Direct and contribute to the development and application of structured methodology that considers all aspects of project integration including communications to foster project buy in/overcome barriers, maintain timelines, resources/cost, evaluation and any necessary modifications.
• Direct implementation of practices to support adoption of the changes required by current and anticipated complex projects and initiatives such as: the implementation of Salesforce across all business units, the implementation of Seed-to-Sale project, the implementation of ever-changing industry regulations, statutes and rules (some are monthly), and managing the continuous change that accompanies the development of a new agency in an ever-changing industry. Consult with and coach project teams, senior managers, and executive staff on CMO activities, projects, and best practices. Provide weekly status reports to senior and executive staff, including providing recommendations for managing changes.
• Oversee and contribute to the creation and implementation of documents, plans, data analysis, and training modules in furtherance of Change Management goals for OCM
• Work in conjunction with appropriate internal and/or external stakeholders to develop and send communications to the Change Agent Network.
• Create standardized impact assessments and oversee the delivery of change management strategies and associated materials.
• Increase the focus on building change management capability across all levels of OCM including improving integration with project management and increase active and visible sponsors/executives to improve employee morale and culture through workgroups and regular meetings with other leadership staff.
• Participate in the annual OCM strategic planning exercises with other directors and executive leadership.
• Actively self-educate and stay apprised with all Organizational Change Management, Transformation, and Strategic Planning trends across the industry.
• Perform full range of supervisory functions for assigned staff and continuously evaluate the organization as needed.

Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 27 or above and eligible for transfer under Section 52.6 of the Civil Service Law.

Additional Comments • Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
