Duties Description The NYSIF CIO’s Enterprise Technical Architecture (ETA) team is responsible for defining, maintaining, and governing the overarching technology framework that aligns IT system and solutions with our organization’s business goals and regulatory requirements. Under the direction of the Chief Information Officer (CIO) and Director of Information Technology Services, the Assistant Manager of Information Services Architect (AMISA) will play an essential role in building out NYSIF’s Enterprise Technical Architecture functional capabilities. We’re seeking a skilled and visionary Enterprise Technical Architect leader to lead and shape our ETA initiatives, ensuring technology standards, strategies, and solutions are scalable, secure, and interoperable while fostering innovation and efficiency.
Responsibilities include, but are not limited to:
• Develop and lead the enterprise-wide technology architecture strategy in alignment with organizational goals and regulatory requirements in workers’ compensation business domain.
• Define the roadmap for enterprise IT architecture to drive innovation, scalability, and operational efficiency. Stay up to date with emerging technical architect trends, advising CIO and other executives on potential impacts and opportunities.
• Form and lead NYSIF ETA committee focusing on best industry practices. Establish and enforce architecture governance policies, standards, and frameworks to ensure consistency across IT systems.
• Establish and operationalize comprehensive ETA risk management framework by working closely with all stakeholders, to ensure continuous improvements of IT architecture processes and methodologies. Identify and mitigate technical risks across IT systems, ensuring high availability and disaster recovery readiness. Collaborate with all teams to ensure that architecture designs support business continuity and operational resilience.
• Provide architectural guidance for designing, building, and implementing IT systems, ensuring alignment with enterprise standards through the entire solution/system development lifecycle, project management lifecycle, and vendor management lifecycle, including but not limited to below activities:
• Collaborate with business stakeholders to identify and prioritize use cases and projects.
• Conduct technical reviews of proposed solutions to ensure compliance with performance, security, and regulatory standards.
• Provide guidance and approval for complex architectural designs and technology investments.
• Oversee the integration of disparate systems to ensure seamless data flow across the organization.
• Facilitate interoperability between legacy systems and modern applications while minimizing disruptions to business operations.
• Identify technical risks and develop mitigation strategies.
• Ensure effective deployment, monitoring, and optimization of technical solutions
• Monitor and manage technical solutions in production, troubleshooting and enhancing performance as needed.
• Document architectural solutions, workflows, and processes for both technical and non-technical audiences.
• Establish and report performance metrics for architectural processes/projects and methodologies to optimize efficiency and alignment with business needs.
• Manage resources and budgets to ensure effective delivery of architecture projects and initiatives.
• Act as a strategic partner to business leaders, translating business needs into technical solutions and ensuring IT initiatives deliver measurable value.
• Proactively assess emerging technologies and trends to identify opportunities for business innovation and competitive advantage.
• Engage with stakeholders at all levels to communicate technical solutions, gather feedback, and address concerns.
• Drive continuous improvement in solution architecture processes and practices.
Minimum Qualifications Minimum Qualifications:
• Ten (10) years of broad information technology (IT) experience, demonstrating a comprehensive understanding of various IT disciplines and how they intersect within large-scale organizations,
• At least five (5) years of IT experience must be in solutions architecture, software development, or a related technical role, and
• Four (4) years of supervisory-level experience in solutions architecture, software development, or a related technical field.
Substitutions:
A college degree in computer science, computer engineering or a related field of study may be a substitute for the broad IT experience as per the below:
• A bachelor’s degree may substitute for three years of experience.
• A master’s degree may substitute for additional one year of experience.
• A doctorate may substitute for an additional two years of experience.
Preferred Qualifications:
• Strong technical background with expertise in multiple technology domains, such as cloud computing, microservices architecture, databases, and integration technologies.
• Proven experience in architecting, deploying, and managing technical solutions within a complex IT environment.
•Strong problem-solving and analytical skills, with the ability to quickly understand and address technical challenges including troubleshooting multiple complex IT systems issues, identifying the source of problems in a timely manner, and conceiving effective solutions.
• Hands-on experience with software development methodologies and practices, such as Agile, DevOps, CI/CD, Github, containers, and Kubernetes.
• Knowledge of security, compliance, and regulatory requirements relevant to technical solution design.
• Strong knowledge of machine learning frameworks and cloud platforms (Azure, Google Cloud, AWS).
• Excellent understanding of data management, data engineering, data governance and model life management.
• Two or more years of leadership experience in leading cross-functional teams.
• Proven ability to work across business lines at senior levels to influence and effect change to achieve common goals.
