Job Specifics
Duties Description The Division for Historic Preservation is responsible for providing technical services for the restoration, rehabilitation, and preservation of privately and publicly owned historic properties, including buildings, structures, landscapes, and objects. The Senior Historic Site Restoration Coordinator would supervise the program and staffing of the Federal and State Historic Preservation Tax Credit Program. This included being the primary liaison with the development community, the National Park Service, and providing comments on the application of the Secretary of the Interior’s Standard for Rehabilitation. This position would coordinate reviews and ensure consistent interpretation of the program and standards. Specific duties include, but are not limited to the following:
• Serves as point of contact and liaison in NYS for the Federal Historic Preservation Tax Incentives program to the National Park Service.
• Provides guidance and expertise in all phases of the tax credit process.
• Advise on matters concerning the administration and data tracking of the tax credit program particularly in the development of Parts 2 and 3 of the programs and the process for transmitting complete digital applications to the NPS.
• Coordinates project reviews with staff answering questions on project requirements and conformance to the Standards.
• Speaks to interested communities, property owners and consultants on the requirements and best practices of the Federal and State Historic Preservation Tax Incentives program.
• Provides advice to building owners, technical unit staff and consultants ensuring projects meet the Secretary of the Interior’s Standards for Tax project approval.
• Performs technical review of projects, including determining the existing condition, reviewing plans and construction proposals for compliance with historic preservation standards and programs, evaluating the impact of building codes, and other requirements.
• Provides technical information and prepare reports, brochures, press releases, and technical materials as required.
Minimum Qualifications Provisional: One year of permanent competitive or 55b/c service as a Historic Site Restoration Coordinator, SG-19.
*Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title when it is given and be immediately appointable from the resulting eligible list to maintain employment.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
If there are no more than three qualified candidates in the promotion field for this position, the agency may request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, a current OPRHP employee and have one year of competitive or 55b/c service as an Historic Site Restoration Coordinator and must not have failed, or failed to take the last holding of the promotion examination for the title listed above.
Additional Comments Operating Needs:
• Strong written and verbal communication skills.
• Proficiency with technology.
• Understanding of state and federal preservation laws and familiarity with the Secretary of the Interior's Standards.
• Strong understanding of American architectural history.
• Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
